Your Trusted Partner for Animal Rescue and Adoption Services
Founded in 1992, the Benevolent Animal Rescue Committee (BARC) has dedicated over three decades to rescuing, rehabilitating, and rehoming abandoned dogs and cats. Our mission focuses on controlling pet overpopulation through spaying and neutering before adoption, ensuring every animal finds a loving, permanent home. As part of The OakTree Foundation, we operate with a network of volunteers and foster homes, rescuing approximately 1,000 animals annually. We maintain a lifetime guarantee to take back adopted pets for any reason, reflecting our commitment to their lifelong well-being.

Our adoption centers and thrift stores provide essential community support in San Bernardino, Riverside, Orange, Los Angeles, San Diego, and Ventura counties. BARCs tax-deductible donations and partnerships with organizations like Bear Mountain Dog Rescue underscore our dedication to ethical, transparent, and impactful animal welfare efforts.

Services
Animal Rescue
BARC rescues abandoned, stray, and shelter-surrendered dogs and cats, providing immediate care and shelter. Our team assesses each animal's health and behavior to prepare them for adoption. This service ensures animals receive critical medical attention and socialization before finding permanent homes.
Adoption Services
We facilitate adoptions through in-person applications, online forms, and adoption events. All pets are spayed/neutered, vaccinated, and microchipped before placement. Our process includes counseling to match adopters with pets suited to their lifestyle, ensuring long-term success.
Spay/Neuter Programs
BARC mandates spaying/neutering for all adopted animals to combat pet overpopulation. This service includes pre-adoption sterilization and community education on responsible pet ownership. It reduces euthanasia rates and promotes healthier pet populations.
Donation Acceptance
We accept tax-deductible monetary donations and essential supplies like food and toys. Funds support medical care, shelter operations, and spay/neuter initiatives. Donors receive receipts for contributions, which directly benefit rescued animals.
Foster Care Network
Volunteers provide temporary homes for animals awaiting adoption. Foster care includes medical recovery, socialization, and behavioral training. This program reduces shelter overcrowding and prepares pets for successful transitions to permanent families.

I had the worst experience with carol over my wording when talking about a dog. She asked if I knew a dog I was going to see in a couple of hours will be neutered I said yes she then proceeded to say I sound "unsure" I told her no I'm not unsure my dogs in the past have been neutered. She then says you will need to bring him back to be neutered I said ok. Immediately her tone changes and she says I need applicant who will say of course I will bring him back to get neutered. we need to think about it, then hangs up in my face!

She is one of the rudest people I've met in a while. It's unbelievable how people who are supposed to help the public find their next babies can be so careless, rude, disparaging, ignorant and disheartening! Do not put your trust in them they will let you down!

BARC, everyone should donate, anything you can afford, to this place! The lady at BARC, was so patient and kind. You could tell she loves animals. She has a dozen cats at her house and even more at the site, located next to cherry valley feed store on Vineland st and Beaumont Ave. Please check them out and thank them for all their hard work!

Next door to the feed store, and full of interesting things. It's a friendly place, and who doesn't want to help dogs in need?

My second favorite thrift store. I like coming in to see their Knick knacks, decorations, pet supplies, odds & ends miscellaneous items. I always find something good worth buying. Their prices are fair majority of the times, except for the clothing, but when they have a special sale on clothing then it's worth the money it cost. Nice little atmosphere and nice ladies that work here, and always cute little kitties to come in and say "hi" to.

If you haven't been here I recommend you come check it out. And their sales profit a great cause. Donate your unwanted items here too, it helps give vet care to their future adoptable pets. I barc thrift store!

The absolute rudest most Disgusting people I have ever met. They discriminate against people living in condos and only adopt to homeowners. You can adopt a child without a yard but not a dog. How dumb is that. I told them I believe it's discrimination and I will be reporting them to the proper authorities. The owner is a real jerk and her cell # is 9512171550 Pls call her If you think it's ridiculous to deny dogs to people who live in condos

Our dog had been given up for adoption in Feb 2020 as a 2 mth old and we adopted her in September. We are not crazy animal lovers generally, but were looking for a pet. I was very reticent to take a rescue dog at all, for fear it was unwanted for a reason, might have been mistreated and if so, would never recover, but my wife (as always) had the good sense to ignore me. When we arrived at Barc in Banning, CA to collect her, she was extremely timid, but Carol assured us that she was in fact very outgoing and friendly, but if we changed our minds for any reason we could return her.

Our dog (Roo) settled in within a few days, was pretty-much house trained after 4 months. She is just the most adorable and intelligent pet we've had and feel so lucky that we found her. Thanks Barc.
